Covert Township (Van Buren County)
Effective May 2, 2024, any rental property or rental unit in Covert Township must register annually by March 1st with the Township and obtain a Rental Certificate or Short-Term Rental Permit. These ordinances were established to ensure the safety, compliance, and management of rental properties within our community.
Rental Housing Ordinance No. 112 and Short-Term Rental Ordinance No. 118, define a rental property or rental unit as: “Any dwelling which is in whole or in part not occupied by the owner/mortgagee/registered land contact holder thereof and/or occupied by one or more persons pursuant to an oral or written agreement for monetary, for which gifted rent is provided to a non-owner/occupant, or any other consideration, but which persons are not acquiring an ownership interest in the dwelling.”
Pursuant to Ordinance No. 112, a rental unit is defined any residential rental which is in whole or in part not occupied by the owner/mortgagee/registered land contract holder thereof and/or occupied by one or more persons pursuant to an oral or written agreement for monetary, for which gifted rent is provided to a non-owner/occupant, or any other consideration, but which persons are not acquiring an ownership interest in the dwelling. The term “rental unit” includes single-family, two-family, and multiple-family dwellings, and rooming houses or boarding houses. The term “rental unit” shall not include transient rental
structures such as hotels, motels, short-term rentals, or bed-and-breakfasts. Rental units rented for less
than 31 days are considered short-term and should therefore refer to the short-term rental application.

After registration, an initial inspection of the rental unit(s) shall be scheduled to ensure compliance with the safety measures set forth in Covert Township’s ordinances prior to being issued a Rental Certificate.
Pursuant to Ordinance No. 118, a rental unit is defined as any dwelling which is in whole or in part not occupied by the owner/mortgagee/registered land contract holder thereof and/or occupied by one or more persons pursuant to an oral or written agreement for monetary consideration, for which gifted rent is provided to a non- owner/occupant, or any other consideration, but which persons are not acquiring an ownership interest in the dwelling.
Short-Term Rental Activity is defined as the rental of a dwelling for a term of less than 31 days. However, short term rental activity does not include the following: transitional housing operated by a nonprofit entity, group homes such as nursing homes and adult foster care homes, hospitals, or housing provided by a substance abuse rehabilitation clinic, mental health facility, other health care related clinic, or dwelling units owned by a
business entity and made available on a temporary basis to employees of that business entity or employees of a contractor working for that business entity.
