About the Committee

The Board of Review is a three-member board comprised of Covert Township residents appointed by the Covert Township Board of Trustees. The Board of Review receives the assessment roll as prepared by the Assessor and reviews it to ensure it is complete, accurate, and uniform. In addition, they have various authorities to make changes to ensure assessments are lawfully set. The Board of Review meets each March to hear taxpayer appeals regarding values, classification, transfer of ownership, and exemptions. They also meet in July and December to hear exemption appeals and to make qualified error corrections to the assessment roll (no taxpayer value appeals in July/December). All meetings are held pursuant to the Open Meetings Act. See MCL 211.28 through MCL 211.33 for more information regarding the Board of Review.

2025 March Board of Review Notice of Meeting

The Covert Township March Board of Review shall be in session at the Covert Township Hall, 73943 E. Lake Street, Covert, MI 49043, on the below dates and times to hear appeals regarding 2025 assessments and/or taxable values, classification, transfer of ownership, poverty exemptions and personal property exemptions.

Monday, March 10, 2025, 2 pm to 5 pm and 6 pm to 9 pm
Saturday, March 15, 2025, 9 am to 12 pm and 1 pm to 4 pm

To schedule an appointment, please call Laura Fogarty at 269-764-5138 or, residents and non-residents may also appeal to the Board of Review in writing. Your written appeal must include your name, address,phone number, parcel number under appeal, and reason for protest, along with any additional documentation to support your appeal. It must be received by the Covert Township Assessing Department at 73943 E. Lake Street, Covert, MI 49043, by 4 pm on Thursday, March 13, 2025.  

Protest at the Board of Review for residential property is necessary to protect your right to further appeal to the Michigan Tax Tribunal for valuation and exemption disputes and to the State Tax Commission for classification disputes. Properties classified as Commercial Real or Industrial Real may be appealed to the local March Board of Review OR direct to the Michigan Tax Tribunal by May 31. Commercial Personal, Industrial Personal, or Utility Personal Property may be appealed to the local March Board of Review OR direct to the Michigan Tax Tribunal by May 31 if a personal property statement was filed with the local unit prior to the commencement of the Board of Review as provided by MCL 211.19, except as otherwise provided by MCL 211.9m, 211.9n and 211.9o. Board of Review Decisions
The March Board of Review will not give decisions at the time of the hearing. Decision notices will be mailed after the final adjournment of the March Board of Review. The decision notice will include information on the ability to further appeal to the Michigan Tax Tribunal.

July & December Board of Review
The 2025 July Board of Review will be held on Tuesday, July 15, 2025, at 2 pm at the Covert Township Assessing Department at 73943 E. Lake Street, Covert, MI 49043. The December Board of Review will be held on Tuesday, December 9, 2025, at 2 pm at the Covert Township Assessing Department at 73943 E. Lake Street, Covert, MI 49043. These special meetings are for regular business under MCL 211.53b; this includes appeals for Poverty Exemptions and Qualified Errors, including clerical errors and mutual mistakes of fact (appeals over an opinion of value are only heard at the March Board of Review).

Property Buyer Forms

Are you a new property owner in Covert Township? If so, be sure to fill out the applicable forms. You are often given these forms at closing, and either you or your realtor turns them in to the Assessing Department. 

Buyer Forms
The buyer usually files a Property Transfer Affidavit and Principal Residence Exemption Affidavit (PDF) Principal Residence Exemption Affidavit (PDF) forms (if the residential home is their primary residence, nationwide). The Property Transfer Affidavit must be filed within 45 days of the
transfer.

Seller Forms
The seller usually files a Request to Rescind Principal Residence Exemption (PDF)  (if the property was their principal residence).

Personal Property

The location, condition, and attributes of assessable personal property and ownership of that property for tax assessment purposes during the subsequent year are determined as of Tax Day. No change in ownership, location, condition, or taxable status of the assessable property after Tax Day affects the assessment or liability for taxation except as explicitly provided by statute.

Reporting Process

At the end of each year, the Assessing Department mails out blank Personal Property Statements to all known businesses except qualified continued Small Business Taxpayer Exemption holders. If, for some reason, your business does not receive a blank statement, then you should contact the
Assessing Department to verify the correct mailing address is on file. A blank form may also be downloaded from this site.

The Personal Property Statement is an annual declaration of a business’s assets as of December 31 of the prior year (Tax Day). The information on the statement is confidential and discussed only with the person who signed the statement (usually the owner) or an authorized representative.
Therefore, only these two individuals may receive copies of any previously filed statement. There are also various personal property exemptions available (*see below).
